The proposed development will create a new working and living population that will require facilities to serve their everyday needs. Barnsley West is located a little way from the Town Centre and evidence produced by the Council suggests that whilst the local centre in Barugh Green serves a very local need, the majority of retail and leisure activity requires travel away from the area.
The newly generated need alongside the existing requirements presents an opportunity for new community, retail, leisure and service facilities to serve the scheme and also the wider area. This is important to facilitate sustainable development and promote walkable neighbourhoods through reduction in reliance on the private car.
